Glendale - Taxes will likely increase 2.1 percent for residents of the Glendale-River Hills School District for the coming 2012-2013 school year.
The levy increase, as well as a budget of approximately $16.1 million, was approved by the School Board at the district's annual meeting Aug. 22.
Superintendent Larry Smalley, echoing statements he has made throughout the budgeting process, was quick to point out that the levy increase is largely the result a 14.4 percent reduction in state aid - despite reduced expenditures in the coming year.
"We're spending less money," Smalley said, "but taxes are still going to go up."
He cautioned that the district may face similar situations are the state puts together its next biennial budget in 2013.
"As much fun as the 11-13 budget was," Smalley said wryly, "the 13-15 budget should be just as interesting."
The 2012-2013 district budget should return about $333,000 to the district's fund balance, according to Smalley's projections, bringing the fund balance to the district's goal of 10 percent of expenditures.
Without the four-year, $600,000 annual referendum which expires after the 2014-2015 year, the fund balance will deplete and the district will need to either make cuts or find additional sources of revenue.
"With no new money coming our way," Smalley said, "a referendum in the spring of 2015 will be discussed by this board."
The current referendum funds, said members of the school board, have allowed the district to keep programs like foreign languages, though the budget has continued to be tight.
"We're at a stage where every dollar counts," board President Robert Roska said.
Particulars of the budget, as well as the amount each property owner will pay per $1,000 of assessed value (mill rate), will solidify in October after enrollment numbers and property value assessments are completed.
